Collin Brendemuehl lays out three constitutional amendments he feels American conservatives should propose in an effort to guide discussion and “reshape America to be a better America and behave Constitutionally,” one of which concerns the issue of terrorism:

“We need a methodology to declare war on an international enemy which is not limited by a national boundary. This is one of the greatest philosophical weaknesses that we face in the war on terror.”
